The project aims to create new infrastructure for telecoms, establishing fibre optic links and data centres in order to modernize public services and drive down the cost of the administration’s internal communications.

Ntsay described the project as “a tool that will contribute to the security of the city of Antananarivo, all in a perspective of improving the investment climate, aimed inter alia development through socio-economic and environmental investments, so that the efforts made in such a reform will lead to real transformations at the city level, indeed for all of Madagascar”.
